libomv based clients (my own as well as TestClient) keeps failing to login most of the time:

11 [1] DEBUG - New CAPS request to https://login.agni.lindenlab.com/cgi-bin/login.cgi initiated
3254 [2] DEBUG - Caps error at https://login.agni.lindenlab.com/cgi-bin/login.cgi: No response from the CAPS server
3261 [2] DEBUG - < >: Login status: Failed: No response from the CAPS server

fails against current OpenSim as well:

106 [1] DEBUG - New CAPS request to http://127.0.0.1:9000/ initiated
215 [2] DEBUG - Caps error at http://127.0.0.1:9000/: No response from the CAPS server
221 [2] DEBUG - < >: Login status: Failed: No response from the CAPS server

but OpenSim server says

Dirk, can you confirm this is still a problem? We've made alot of improvements lately and things seem to be getting a bit more stable once again. Thanks for the reports!
